The Town of Saugeen Shores is seeking proposals from qualified consulting firms or professionals to develop a Housing-Driven Community Planning Permitting and Housing Opportunities System. The Housing-Driven Community Planning Permitting and Housing Opportunities System will allow the Town to streamline housing developments and reduce our application review process from 180 days to 75 days, as it will combine zoning, site plan review, and minor variance processes into one planning application. The Community Planning Permit By-law should be particularly oriented towards residential-related development and contemplate all other uses as identified in the Towns Zoning By-law. The proponent should also provide a recommendation as to the scope to which the Community Planning Permit By-law would apply. The Housing Opportunities System is intended to streamline permitting processes, improve accessibility and efficiency, and engage the community at the appropriate stage(s) in planning and development processes. The successful proponent will develop an internal development review process alongside staff that will ensure a simplified and modernized process for residents, developers and municipal staff that is tailored to and meets the unique needs of the community. In addition to the above, a Nodes and Corridor Study is required to assess sanitary and water capacity needs, with a particular focus on future growth. The selected consultant will be expected to deliver a comprehensive study with recommendations that consider current infrastructure, future growth, and community needs. The successful proponent will also be responsible for completing a review of the Town’s Official Plan to ensure that it aligns with the goals of the proposed Community Planning Permit By-law, including the identification and creation of any necessary amendments. Also required is a comprehensive public engagement strategy to engage stakeholders and residents effectively to ensure alignment with community needs while meeting proposed timelines and legislative notice requirements.
