The Town of Saugeen Shores is seeking proposals from qualified consulting firms to update the 2018 Port Elgin Harbour Strategic Assessment. Saugeen Shores operates two municipal tourist Harbours —one in Port Elgin and one in Southampton—both offering seasonal and transient slips to recreational and commercial and operating annually from May 1 to October 31.
With rising tourism and population growth, the Town requires a structured evaluation and update of the 2018 needs assessment of harbour facilities and business case to guide long-term planning for operating, modernization, and capital investment.

The Harbour Needs Assessment aims to:
• Evaluate the current capacity, conditions, and amenities of Town-operated Harbour.
• Perform a rate study to support the recommended capital improvements and operating business case.
• Assess operational needs, seasonal demand, and growth pressures.
• Identify and recommend upgrades, service level adjustments, staffing model and
operational improvements.
• Support Council and staff decision-making for the next 10 years.
