• Review of background information
• Preliminary design
• Surveying
• Cost analysis
• Phase One Environmental Assessment
• Detailed design
• Budget development
• Preparation of construction tender documents

Phase 2

• Construction management
• Material testing
• Quality assurance and quality control
• Contract administration
