The purpose of this RFP is to retain a qualified consulting firm to act as the Town’s Prime Consultant and lead advisor for municipal readiness planning related to the potential Bruce C Nuclear Project. The Prime Consultant will review and integrate existing Town, County, regional, and project-related information to establish a clear understanding of the Town’s current state, including municipal service capacity, infrastructure readiness, land use planning considerations, financial implications, and organizational requirements.

The Prime Consultant will also support the Town in defining potential future-state requirements under Bruce C-related growth scenarios, identifying gaps between current capacity and future needs, and recommending a coordinated approach to any further municipal-focused technical studies. This work will provide the Town with evidence-based guidance, decision points, risks, implementation considerations, and monitoring triggers to support long-term planning and municipal decision-making if the Bruce C Project advances.
